It was a sad decision but I must said Opera is inferior to others. It is very slow, and it doesn't sync extension, has difficulties in sync even bookmarks. Ublock origin doesn't work only on Opera, on Firefox I never had this problem, or even in edge but in firefox could be because I used an incognito profile. Overall I prefer Edge or Firefox they are more stable. Under root/private_mode, right-click on the welcome_page_enabled node, and choose "delete selected node" and save your changes. (Or, you can keep the node and set its value to true.)
